The Oregon Department of Fish and Wildlife have 9 feeding grounds for Elk during the winter months. One of the locations in North Powder offer wagon tours where they take you down within feet of the Elk. There were probably 100 or so Elk there and they said that if you wait until after the tours end, more come down later to eat after people are nowhere to be seen.
Lilli got to help drive the wagon. She was super excited. I was sitting in the back with Sexy Farmer and Hoss so I didn't get a picture, but she was super cute. Hoss loved every minute of the fun. He kept saying "DEER!! DEER!!" The Elk were a lot smaller that what I had envisioned in my head.
